How it’s built. Mean price of "Abitazioni civili" graded OTTIMO divided by the same comune's NORMALE price, OMI semester 2025H2. 1.3 means excellent-condition housing costs a third more than ordinary housing in that town. Grades are paired within each OMI micro-zone and then averaged, so the comparison is like-for-like rather than across different parts of town. This is the gap between two market prices, NOT the cost of renovating. Comuni where OMI grades no OTTIMO zone are absent, never assumed to be 1.0. SCADENTE is not used: OMI records it for 63 comuni against 2,304 for OTTIMO, too few to publish as national coverage.
