How it’s built. Annual mean PM2.5 concentration (ug/m3), by province — European Environment Agency air-quality e-Reporting data, 'Primary validated data (E1a)' dataset, 2024. Each province's value is the unweighted average of every EEA monitoring station whose nearest comune (by coordinate) falls in that province; a station only counts for a year with at least 274 valid daily observations (75% of the year, the EU Air Quality Directive's own completeness convention). A higher value means WORSE air quality — this is a negative-direction indicator, the same class as the crime/safety layers.
